Fix bulk edit default layout which is showing regular directory widgets

Using LTS2021.20 with WebUI 3.0.13-rc.6

1. User navigates to a folder inside his workspace and selects all files inside.
2. User clicks the Bulk edit documents button
3. User doesn't see the Bulk edit dropdown menu, but only the regular directory widgets

If the user clicks the Bulk edit documents button through the search page instead, the Bulk edit layout works correctly
