Lock expect-webdriverio dependency

      Description

      Since the release of the expect-webdriverio 3.4.0, the Web UI functional tests are failing.

      It seems that this new version is not compatible with nodejs v10. As a workaround, we will lock the dependency to version 3.3.1 (and investigate the upgrade of the node version).
