Able to click 'Add' Button when no Collection selected

      Description

      In the collection popup, the user is able to click the 'Add' button even though no collection is selected
      Steps to Reproduce:

      1. In any type of document, click Add to Collection button
      2. Notice that the Add button is disabled in the popup. Click Cancel
      3. Click Add to Collection button again

      Expected Results: The Add button should be disabled since no collection is selected
      Actual Results: The Add button is not disabled and after clicking Add, without choosing a collection, no error is displayed in the UI to indicate an error occurred.
