Clean up the Web UI 10.10 cross-repo workflow

      Description

      After finishing the WEBUI-724 and ELEMENTS-1472, we no longer need to execute elements linting and unit testing tasks in the Web UI 10.10 cross-repo check.

      We should also update the cross-repo workflow to reuse the individual PR checks created in WEBUI-724, instead of duplicating code.
