Fix Action Bar staying on top of popup dialog

Steps to reproduce:

1. Navigate to Folder/Workspace where documents exist
2. Check one or more documents in listing
3. Notice the selections action bar appears
4. Click the 'Create Document' button
   Expected Results:
   Create Document dialog appears on top of the selections action bar

Actual Results:
Selections Action Bar appears on top of dialog
