Tags Placeholder text not displaying properly

"Add tags to this document" helper text is not displaying when we create a version and refresh the page

Steps to reproduce:
1. Open any asset
2. Observe tag section with helper text
3. Create a minor/major version of this asset
4. Observe the tag section in both versions 

Actual result: "Add text to this document" helper text is displaying in a previous version before refresh but we cannot add a tag there. After refresh, helper text does not display on the version or the latest but we are able to add a tag to the latest. 

Expected result:
Helper text shouldn't be visible in the previous versions if we cannot add the tag there and should be visible in the version where adding tags is allowed. 

In LTS 2021, helper text displays on version and latest even after refresh.  Not expecting the helper text to display on the version since tags cannot be added to the version.
