Make cross-repo check logic shareable among workflows

      Description

      The goal is to make the cross-repo logic added on Ondemand build workflow to be called from other workflows. This is required by ELEMENTS-1436 and WEBUI-600.

      We could make use of reusable workflows or workflow templates.
