Delete permanently option in the document view only available with ManageEverything permission

Description

The "delete permanently" option is available only for users having the manage everything option.

It seems to be hardcoded in the webUI (10.10):

Steps to reproduce

1. Create a workspace with at least 2 documents
2. login with a user having read, Remove (including RemoveChildren), and add children at workspace level
3. delete (push to trash) 2 documents from this workspace
4. Go to the trash
5. View the trashed document
6. Go back to the workspace view
7. click on the trash tab
8. Click on the empty trash

Expected behavior

5. The "delete permanently" action is available and works fine as asoon as I have the Remove permission

7. The 'empty trash' action is available

8. all the documents are deleted

Obseved behavior

5. The "delete permanently" action is NOT available

7. The 'empty trash' action is available

8. all the documents are deleted
