Gesture scroll not working on dropdowns in Safari 14.1.2

When using gesture scrolling (ie, 2 fingers on the trackpad), this behavior is not working on some dropdowns (e.g. Saved Search dropdown, Vocabulary dropdown on Admin page) when using Safari 14.1.2. Works fine in Chrome and Safari 14.1

Steps to Reproduce (on nightly)
1. From drawer menu, select Default Search icon
2. Open the Saved Search dropdown
3. Scroll through the list using two fingers gesture scrolling

Expected Result: User is able to scroll through list of saved searches
Actual Result: Gesture scroll isn't working
