Fix Comment label in Task review window

There is a cosmetic issue with respect to the "Comment" label in the "Task" view:

• Navigate to Tasks
• Click on a task
• Enter a comment
• Results:
  The “Comment” label shrinks in size once the focus is inside the comments value text field
  Expected - “Comment” label should not shrink unless there is a specific UI functionality/accessibility reason for the same
