Lock Web UI dependencies

      Description

      Currently, we are not locking Web UI dependencies, which eventually results in broken builds when dependency updates bring breaking changes.

      Recently we had to lock dependencies for nuxeo-web-ui-ftest (NXP-29439) and we should do the same for the whole Web UI. However, we must still allow updates from elements to take place.
