Version drop down not displaying properly

Trying things out in Platform 11.4.42.

Document with 3 versions:

v1 - user1 - Read

v2 - user2 - Read

v3 - user1,2 - Read

Login as user1: version drop down show little white square only.

Login as user2: version drop down only shows v3, expecting v2 & v3

Logfile shows:
