User group administration by a non-poweruser

The request is to be able to name any user of the application as administrator of a user group, even if they are not in any group that normally gives this permission (administrators, or powerusers).

This user will therefore be able to:

• add user to group
• remove a user from the group

For a given group there may be several administrator users.
