Inactive Github pipeline for functional and accessibility test cases

      Description

      The Github pipeline for functional and accessibility test cases has been inactive for some time. the cause of this failing pipeline due to chrome driver update.

      This pipeline will resume once WEBUI-1267  and WEBUI-1266  are resolved.
