Display the Administrator message in WebUI

      Description

      It is possible to define an Administrator message in the JSF UI > ADMIN > Monitoring.

      When this status is enabled, a message is displayed in a banner in the lower part of the JSF pages.

      However no message is displayed in the Web UI to inform the users about maintenance for example.

      This ticket is a request to add this message to WebUI.
