Fix search actions display after refreshing the page

Steps to reproduce:

1. Log in as Administrator and navigate to the default search
2. in the Authors dropdown menu, select "Administrator"
3. Observe that the results are displayed and the button "Save as" appears to save the current search => this is the expected behavior
4. Reset the form
5. Refresh the page by using the "Refresh" button of the browser or by doing Ctrl+R
6. The search page is refreshed and the left panel is not displayed
7. Click on the magnifying glass to open the default search in the left panel
8. in the Authors dropdown menu, select "Administrator"
9. Observe that the results are displayed, but this time the the button "Save as" is not displayed

Expected behavior: even after refreshing the page, the "Save as" button and the Burger menu (to rename/share/delete a saved search) should be displayed
