Fallback to loading addons as ESM

      Description

      Today we build core Web UI addons as Webpack bundles and loaded dynamically at runtime. However for the use case of optional / external addons we cannot rely on webpack bundles as these have to be known at build time. For these we should fallback on dynamic import of ESM which is supported by all modern browsers.
