Unable to move up the second subwidget

Steps to reproduce:

• Go the Content Model > Documents, choose a document type and go the the Summary Layout Tab.
• Edit the Template widget.
• Add 3 items
• Click on the action icon for the second widget and select Move Up
  => Nothing happens
