rebuild project if artifact not available in jar cache

If something goes wrong server side, we want the jar being rebuilt automatically when user ask for them for download.
This is needed as NXS-885 introduced a bug that removed jars for tagged versions.
This will make the server more robust and let administrator to remove some jars of the cache if needed.
