Fix action filter resolution when a rule holds several conditions

Some high level conditions (for instance "document has life cycle") are translated as conditions withing the same rule on actions.
This is not compliant with the action filters resolution => need to break the rule into several rules to get back the wanted behaviour (e.g. "Enable the action only if all of the following conditions are met")
