Account Management: You can't create a tag that is a part of another tag's name, using "Manage Tags" button

Steps:

1. Go to Account Management
2. Click a client’s name
3. Click the “Manage Tags” button
4. Enter a part of the name of another tag into the “Search / Create” box (see attached video)

Expected result:

"Create tag" button appears

Actual result:

There's no "Create tag" button, user can't create a tag that is a part of another tag's name
