Add https://packages.nuxeo.com/ access for subscribed

As a user that is developping with Nuxeo and using Docker I need to manually ask for access to https://packages.nuxeo.com/ 

I would like for this to be automated to avoid unecessary complexity 

AC : The user is able to have access to the docker image without asking support 

AC : The user is encouraged to use Docker 

AC : The Doc is updated
