Put back JSONPProxy caches as static

While working on cache metrics in NXS-6473, the two caches have been made non-static and since then, we noticed that the caches are no longer working as expected and the call the fetch the data is done systematically. We want to put them back as static caches in order to check if it keeps affecting the perf on the endpoint.
