Update Designer catalog generator to be a standalone tool

      Description

      At the moment, the catalog generator is a tool inside Designer code, but it doesn't depend on Designer at all.

      This initial task of the catalog update plan is to update the tool to be a standalone npm package that doesn't depend on Designer install and build anymore.
