Target Platform compatibility warning message

When I disable/re-enable a dep feature, I have a warning popup saying that this functionality is only available from LTS 2021.17 (TBC).
This popup contains an opt out checkbox to not display the message in the future. The opt out choice is persisted in the user preferences.

Note: We should implement this thinking about future messages that we'll have to display for other new features only available starting from a specific version, even if what we want here is a "short term" workaround on being able to select a more specific target platform
