Lifecycle States should support Localization

As a Studio user, when I create a new state in the lifecycle editor, I should have the following translation key generated in the translations files. Same applies when a state id is updated.

The label convention is the following as described in the [Web-UI documentation|https://doc.nuxeo.com/nxdoc/web-ui-automated-translation-labels/]

 label.ui.state.${name}
