Remove nos-element updatebot

After a few weeks of usage, the team don't feel having an automatic PR created when a PR is opened on nos-element is needed.
Most of the time, there is work on both NOS and nos-element which requires a manual PR on the NOS side with the proper element version.
When we only have changes on nos-elements; we cover the validation flow with: NXS-6528
