disable rootless container build in pipeline

Building in rootless mode makes an heavy use of fuse overlays which causes a bottleneck in IOs on the cluster node. It's better for now, to build using the root privileges instead.

We also enabling the use of an NFS volume for sharing the base images involved in the contaner builds.
