Take into account range when showing compatible versions for a package

When using a range for a package, the package is not shown as compatible with a particular LTS

e.g. https://connect.nuxeo.com/nuxeo/site/marketplace/package/nuxeo-web-ui?version=3.0.4
=> doesn't show compatibility with LTS 2021 in the compatible target platforms list

https://connect.nuxeo.com/nuxeo/site/marketplace/package/nuxeo-web-ui?version=3.0.3
=> shows in the target platforms list

This is confusing for our users.

The same problem appears on Application Definition page in Studio, we need to discuss the proper solution for both Marketplace and Studio
