Integrate Helmfile as a submodule

Since JX merge, our Helmfile repositry (nos-helmfile) is referenced as a KPT configuration that copied it into the nos repository.

Instead of relying on an extra layer that commits changes into the current repository; it would be more common to rely on a submodule for sticking to a regular pattern.
