Fail to fetch old snapshots without the studio registries

Since the deployment of the studio-registries file, it is required when fetching a snapshot of a Studio project. But, when the snapshot has been built before the change and is still up to date, the file is missing and the fetch of the snapshot fails. We should update the method ArtifactService.isSnapshotUpToDate() to retrigger a build is the artifact is missing.
