      Description

      Bug:
      Having a Package PA, with a dependecy on a Studio project SA.
      Having a (the same) Studio Project SA with a dependency on PA.

      Result:
      Studio is properly loading the project; no warning.
      Unable to install the package with this error:

      Couldn't order [testStudioWrapperAddon-1.0.1, yjulienne-SANDBOX-0.0.1] missing [testStudioWrapperAddon, yjulienne-SANDBOX] (consider using --relax true or --snapshot).
Failed to resolve dependencies: Couldn't order [PA-1.0.1, SA-SANDBOX-0.0.1] missing [PA, SA-SANDBOX] (consider using --relax true or --snapshot).
