Fix release deletion

Following SUPNXP-34868, a deleted release was "sometimes" still visible on the Release & Tags page. It seemed it was node dependent so I suspected a workspace problem and indeed, a `clear-workspaces` command had the "ghost release" disappeared for good.

My hypothesis is that when reusing the workspace that was used to create the release, we don't fetch remotely deleted tags and the now deleted release seems to be still here.
