Land grid system poc for designer

Following up with SUPINT-1709 , we should:

• Cleanup the poc
• Possibly hide it behind a feature flag
• Make sure users can drag and drop additional elements inside the layout at the bottom

At this stage we expect the users to use the element properties to move things around.
This ticket doesn't cover the interactive behaviors around the grid (i.e. moving properties around, resizing, etc)
