Add user to base maintenance automatically

As an admin, when I add a user to an organization, the user is added to the base maintenance package automatically.

AC

• When a user is added, it gets added to base maintenance packages for production projects automatically
• User is not added to base maintenance packages for trial projects
• When a user is removed from the organization, it is removed from all packages as well
