Change org quota default value from 200 to -1

There is no valid business reason at this stage to put quotas on an organization

As a support member, default value for organization quota is set to -1 (unlimited).

AC

• default value is changed from 200 to -1 (unlimited) for org quota

• In organization selection screen
  • quota is -1 / unset: show "x users"
  • quota is set to something else: show "x users / [quota]"

• Other quotas remain unchanged (default to 200 if no value is set)
