Update actions when selecting a service

As an organization admin, actions are changed when selecting a service

AC

• When a service is selected, "assign" and "unassign" buttons are available in the bulk actions
  • Users are listed first if they are assigned to this service, then in alphabetical order
  • Bulk remove button is hidden
  • Breadcrumb is updated so that I can go back to the services list
