Fix layout block naming

Related to NXS-5848

1. When the project name contains capital letters, the element can't be created
expected: project name should be moved to all lowercase letters

2. Users are required to add a dash in the layout block's name
expected: since dash is added by the prefix, no need for a dash anymore
