align jx nos env deployment to platform

      Description

      Our team environment is miss-configured regarding what have done the platform team. We're missing the correct DNS and TLS configuration. We don't contribute some part of the plugins configuration such as the Jira issuer or the GitHub auth plugins.

      We should run the same level of features in jenkins-x as platform team.
