Move the Okta layouts to a new Okta template

Since the work done for the Okta migration, especially for the creation of a new user in the backend, it is necessary to have Okta configured even on a local instance. It would be great if those files and contributions are moved to a dedicated template so we won't have them locally unless we want to.
