Fix Designer preview for TP 11.1 and up

      Description

      Due to WebUI migration to Polymer 3, we moved away from bower to npm for dependencies management. This required us to update the catalog job and the Designer preview.

      However, as we cannot reference directly the files as we did we bower, we need to provide a fix for solving transitive dependencies and fix the Designer previewer.

       

      Note: until this is fixed, although the catalog build is fixed, we need to disable the jobs on jenkins.
