Create repositories jx-nos-jenkins and jx-nos-env

Create repositories jx-nos-jenkins and jx-nos-env to hold all the custom configuration for the JX instance of the NOS team.

jx-nos-jenkins defined the custom configuration of the Jenkins docker image.

jx-nos-env defines the version of the NOS custom jenkins image and the overridden values of the configuration.
