Prevent thread deadlock and enforce HTTP Client timeouts

identified with NCO-3417, we have a deadlock that happens when we do re-entrant HTTP calls.

Working on wrapping HTTP Client calls around a transaction, read and connect timeouts have been set otherwise default value is an interval of inifinity.
