Avoid relying on field "restrictedToOrgs" for public packages

      Description

      Create a dedicated value of the restrictedToOrgs property to say the package is public. It would avoid having restrictedToOrgs/* IS NULL OR restrictedToOrgs IN (.....) in the package requests and we allow to have only restrictedToOrgs IN ('special_public_value',.....)
