Remove pp parameter warning when jsf-ui is not activated

In the pp editor, there is a warning when the fixed part contains '?' but no parameter value is configured.

While this made sense in the JSF context, it doesn't when the PP is called from the REST API as it is the case in webui.

This is also how document suggestion widget works.
