Nuxeo user should be able to see all packages

Steps to Reproduce:

• As a non-Nuxeo user who:
  • is a contact on project xxx
  • has base maintenance support on project xxx

• Navigate to Nuxeo Marketplace.
• Scroll down to Contribute your Packages.
• Click on Add your Nuxeo Package to the Marketplace.
• Select your package.
• Maintain xxx as the Owner organization.
• Add xxx as the Shared with organization.
• Click on Upload Package.
  => Package is uploaded.
• Log out as non-Nuxeo user.
• Log in as Nuxeo user.
• Navigate to the package in Marketplace.
  => 404 error not found
