Handle 401 errors after NOS release deployment or session timeout

      Description

      When a release in being deployed and you try to access designer, you end up with a bunch of 401 errors that are not handled.

      => this can be confusing for users to see their password suddenly being requested and doesn't feel secure
      => even if you enter your password, ui is still ending up being broken
      => this won't work once we move to okta

      expected:

      • When 401 errors happen, display the authentication lost popup message so people can properly reauthenticate
