Prevent people from changing the element after creating a button

In Designer

1. Create a button using the button option (Designer uses nuxeo-operation-button - this cannot be changed)
2. Save the button
3. Designer lets people change this to any other element

Expected: nuxeo-operation-button should be the only option to prevent people from creating something completely different
