Fix Application Definition not showing tag for private packages

While handling NXS-5367 this code was found on Application Definition (displays a "PRIVATE" tag if the package visibility is set to private). Currently, it doesn't work, as it still relies on the package visibility field. The goal is to use the appropriate fields to show this tag correctly.
