Reverting to initial commit still allows you to create process definitions

      Description

      When reverting to my initial commit, the server version is removed, but I'm still allowed to create a Process Definition, which makes the page to freeze.

      How to reproduce

      • go to a studio project
      • revert to your initial commit(which was in the 9.2 server version)
      • in Modeler go to Workflow >> Process Definitions
      • create a new one
      • you get an error, page freezes and you can't do anything

      workaround: change the page url to get out of the created feature

      When there is no server version installed, we shouldn't be allowed to create new features in studio
